Kita dihina orang luar di tanah air kita sendiri. Sangat mengecewakan apabila ada orang asing yang negaranya sangat teruk korupsinya tetapi cuba campur tangan terhadap proseding yang sedang berjalan sekarang.
Pokoknya, negara lain seperti Kuwait, Tunisia, Russia, Ukrraine, Guatemala, Brazil, 'many companies in Europe and the Uniteds States', Mexico, Azerbajan, Angola tetapi orang Peru ini tidak sentuh langsung betapa teruknya kedudukan negara beliau yang semakin meningkat dari tahun 2012 - 2015 di dalam ucapan rasmi beliau.
Sebaliknya, beliau menyentuh perkara yang sedang dalam siasatan, telah dijawab berulang kali dan mengritik negara yang jauh lebih baik dan semakin menurun daripada tangga 60 ke 50 dalam masa 3 tahun sahaja. Bukankah itu satu pencapaian yang patut dijadikan contoh oleh Jose Ugaz dan negara Peru?
Maka, langkah Ketua Setiausaha Negara, YBhg. Tan Sri Dr. Ali Hamsa membuat kenyataan media bagi menjawab tohmahan tidak benar ini adalah tepat dan disokong sepenuhnya.
STATEMENT BY THE CHIEF SECRETARY
TO THE GOVERNMENT OF MALAYSIA
1. The Malaysian Civil Service views seriously and with concern the statement made by Mr. Jose Ugaz, Chair of Transparency International at the 16th International Anti-Corruption Conference in Putrajaya on 2 September 2015. The statement, among others, alleged that Malaysia is facing a corruption crisis. This indirectly cast doubts on the integrity of the Malaysian Civil Service.
2. The Corruption Perceptions Index 2014 by Transparency International ranked Malaysia 50th position in the world from 175 countries. Within ASEAN, Malaysia is ranked 2nd after Singapore. In the Asia Pacific, Malaysia is ranked 9th after countries such as New Zealand, Japan and South Korea. This ranking by Transparency International is an acknowledgment of the many reforms undertaken by Malaysia to tackle corruption and enhance further governance and integrity.
3. Over the years, the Malaysian Civil Service has instituted a variety of measures and initiatives aimed at reforming the civil service towards higher standards of ethics, governance, transparency and accountability. Among others:
i) Establishment of the Malaysian Institute of Integrity (IIM) in 2003 to implement the National Integrity Plan, which among others is to enhance governance and ethics in both the public and private sectors;
ii) Under the Government Transformation Programme, fighting corruption is one of the National Key Result Areas (NKRA) which reflects Malaysia’s seriousness and commitment in fighting corruption;
iii) The introduction of the Town Hall Session with members of the media, held three times a year since 2014, to inform measures and actions taken by the Government on findings in the Auditor General’s Report and address questions by the media;
iv) Introduction of the Certified Integrity Officer (CeIO) programme in 2010, to nurture certified integrity officers and further promote integrity and ethics at the workplace as envisaged under the National Integrity Plan;
v) Establishment of Integrity Units in all Government agencies at both the Federal and State level in 2013. The unit forms a central and dedicated entity tasked with the responsibility of managing integrity in each agency; and
vi) Introduction of initiatives and reforms under the Special Task Force to Facilitate Business (PEMUDAH), a public and private sector collaborative effort established in 2007 to reduce bureaucratic procedures, streamline processes and enhance government delivery efficiency. From 24th position in 2008, Malaysia is now ranked 18th from 189 economies.
4. The policy and actions undertaken by Malaysia to manage and maintain integrity reflects its underlying commitment towards enhancing trust and confidence in the public service. The Civil Service is also committed to work continuously with the private sector to improve public sector efficiency, increase public confidence and enhance public service delivery.

Kita bukan mendabik dada dan puas hati di tangga 50 dan kita percaya bahawa kabinet BN persekutuan sentiasa berusaha untuk menangani gejala rasuah. Kerana itu kedudukan negara bertambah baik. Tetapi sekurang-kurangnya si Jose Ugaz menghormati tuan rumah dan tidak hipokrit.
Dan baik juga jika Jose Ugaz letak jawatan Transparency International dan cuba bantu naikkan imej negara beliau sendiri dahulu yang teruk korupsinya. Setelah berjaya, barulah kritikan beliau terhadap negara-negara lain akan lebih bermakna dan dipercayai.
